comm problem between laptop and Bd of Ed

I use a Dell Inspiron 8100 (Win 2k), and have a Board of Education with a
BS2 connected to com1. I can program the stamp just fine. However, when
the serial cable is connected, the code will not run on the stamp. If I
unplug the serial cable, the code runs successfully. Also, if I drive the
ATN pin on the stamp low, the code runs successfully. Can I run code
without having to disconnect the cable or manually drive the ATN pin low?
I tried the process on a regular desktop PC (also Win 2k), and everything
worked just fine. Same cable, same everything.
Any ideas?

I can see when idle(if no Debug) the drivers are shut off(not RS232 high or low)
and
regularly come on for a short time(W2K checking port?) This causes a
reset(because of the ATN toggle). I went to a jumper to disconnect ATN.
