Basic Stamp Problems

I just the Parallax Stamp Editor 1.3 and it will not talk to my Stamp II.
When I run the old version on the same computer everything is fine.
This is a homemade activity board but I have the .1mfd caps and everything
is wired right.
The Com port is on 1 and the Verify says it sees the LOOPBACK but NOT the
ECHO
