We've been working with a couple older laptops here. It seems that version
1.3 of the editor is almost too fast and only sees the echo response 1 out
of 10 tries or so when verifying connection, and when programming, the
handshaking fails quickly.
Using version 1.1 of the editor, it seems to go much better.

I've experienced exactly the same thing.
Parallax confirmed a bug, and said that v1.31 should be on the website soon.
I thought my BS2 had died at first, then went back to v1.1 of the Stamp
Editor, and it all worked fine.
Keep an eye on Parallax's site for v1.31.
