paralax ver.1.3 newbie

has anybody had trouble accessing the bs2-ic with the new windows
ver. 1.3,i seem to be able to access my bs2-ic with ver1.0

when i use ver 1.3 it tells me it can'nt find any bs2's,i'm getting
loopback but no echo,please help?

    You might try going into the advanced settings for your serial port,
    and set the fifo buffers to zero.
