ground plane question

Hello,
I have a board with ground plane and before holding the BS2 and other IC's
in sockets I tested the board power.
I have connected the o/p of the transformer to the board terminal and the dc
voltage was OK but there is something I have found , when I touch the ground
area I feel a little vibration in my finger,it seems like a kind of ac
source.This disappear when I reverse the main terminal.Any explanation would
be appreciated.

    It sounds like you have a leakage path from the primary side of your
    transformer to your ground plane. The AC primary side of the transformer
    should be completely isolated from the secondary side winding and your
    ground plane.
