Dave a starter kit may not be the best route if you have some degree of
electronics skills and just want to get your feet wet and see if you like
stamping (you will).
I personally breadboard experiments, then build circuits and program and
debug in-circuit.
The software is a free download from
http://www.parallaxinc.com/
same goes for the manual (pdf format, print odd # pages, then flip them over
and print even# pages)
as for the cables see
http://www.qsl.net/kf4haz/cables/stamps/
So getting started could cost as little as the price of a BS1 IC and maybe
one or more of the BS2's
