Stamp Not Detected

I am using the BS2 OEM version. The PCB design and
layout are OK. However, I have several populated PCB's
that are not being detected when I try to download my
program. The PIC controller is purchased direct from
Parallax and should be programed.

I have tried replacing the PIC controller but the
problem has not been resolved.

Any ideas on what I should look for. Is there anything
I can test for or look for to determine is the PIC
controller has or has not been programed?

Any help would be appreciated.

Just a thought, but are the two RS232 pins shorted on the OEM board
the way they need to be in order for the editor to find the Stamp?
