BS2 rev differences

Hi Folks,
I have two different BS2 versions and running the newest version
of STAMPW.EXE. My Rev. 'C' works just fine on the carrier board
it originally came with, but when I plug in a Rev. 'E' and try to
'identify' the Stamp I get an error message: Basic Stamp
detected, but not responding on COM1. Check power supply"
All I've done is pop out one Stamp and plug in another, reconnect
power and the computer cable.
I seem to recall something addressing this in the distant past,
but can't seem to locate it.
