Inexpensive 3.5 digit voltmeter HELP

I am looking to either make or buy a 3.5 digit voltmeter. I need to
read the voltage of a wire that varies from 0v to 1v. I have seen
many units for over 150$. I know they must be cheaper than that
somewhere. Also, does anyone know where I can get just the LCD
display for such a project? What IC chips would I need to drive such
a monster?

    Radio Shack has some less expensive ones that I believe are 3.5 digits. You
    can also try surplus places (e.g., Herbach & Rademan). $150 seems very
    expensive for a DVM that only needs to read voltage (many do other
    measurements as well)

    Harbor Freight has several digital multimeters for under $10.00. Often they
    put them on sale for around $5.00. HF is primarily a West Coast Company,
    but you can reach them at: www.harborfreight.com and order on line. Of
    course you will have to pay shipping , but they are quite fair on their
    shipping charges. The meters I refer to are manufactured in China, but I
    have found them entirely satisfactory for everything except for extreme
    accuracy situations. They perform favorably with the under $100.00 units
    from the major manufacturers.
