Hello,
I am wondering what is the best way to measure voltages of 0 to 50 mV?

    I'd try the TI ADS1240 or ADS1241 24 bit ADC's.
    They work with Thermocouples down in the microvolt range.
    Really hard to solder though they are surface mount chips with itty bitty
    legs.

    Look at Analog Devices they have different chips,for example AD7730 for load
    cell or weigh scale applications.
