best way to do this.....

I am trying to make a side project work.

Here is what I want to do. I have approximately 20-30 circuits which
I would like to engage by a momentary pulse of 13.8 VDC. I have the
components to do this by using an alternating MOSFET chip right now,
where a pulse will energize a circuit, and hold that circuit on, then
when another pulse is seen, it will de-energize the output circuit.

My question is this: would there be an easier way to do this using a
basic stamp? All that I am looking to do is turn on and off circuits
using momentary switches, and that is it.

Any ideas on this? Has anyone actually done this, and would be
interested in discussing the finer points with me?
