How 'bout a mechanical solution.

Here at my cube I have a fluorescent lamp with a plastic sleeve over it.
This plastic sleeve is printed with a black mask that is very dense on one
side and gets progressively lighter as it goes around the tube. To adjust
the brightness you simply rotate the tube.

You could print a mask to overhead transparency film wrap this around a
length of transparent tubing (for rigidity) rig the tube around the
fluorescent lamp and rotate it with a stamp controlled stepper.

Or a little more high tech. Find some surplus lcd shutters. I think I saw
one in this months Nuts & Volts mag.

Dimming flourescent tubes requires the use of a special ballast and
dimmer. The ballast is either expensive, or very expensive, depending
on the size/number of lamps. Even with the necessary ballast and
dimmer the effect is not smooth. I doubt you will be satisfied.
