If you want something crude and dirty, you may try painting the shaft
a flat black with several equally spaced glossy white lines. You then
may be able to use an IR LED emitter/detector mounted next to each
other aimed at the shaft to detect when the white line goes past it.
I've never actually done this but it seems like it should work. You
could also do a number of other things with IR LED's.
If the shaft has a keyway, or you can affix some type of key stock off
the end of it you could use a prox switch to detect it as the shaft
turns. You could run into a balance problem here though if you have a
high RPM.
There are many types of commercial solutions available also at a
higher price. Namely optical or magnetic encoders which give a pulse
output. These can run you some bucks when you start getting up into
high end models.
