New Windows STAMP Editor Installation

Folks,
The new STAMP Editor installer hangs
on a stand-alone laptop (no Internet connection).
It appears to require Internet connectivity to
download the rest of the installer.
Is there a work-around? I have installed
it successfully on a destop machine connected to
the internet. (the laptop is Win 95, 32 MB RAM, etc.)
Am I missing something here?

It requires a complete MS Internet Explorer installation,
version 4 or more.
