Does anyone know of any circuit development software that will create a
"Prototyping" layout for strip-board (Vero board)?

I think you could do it with any of the packages. Enter your schematic as a
bunch of resistors in parallel then route the traces to make the sort of
rows and busses you want. If you want just "pad-per-hole" type boards you
can just plot the artwork and ignore lots of "unrouted" net warnings.

Was surfing and saw something on the HVW technolgy
website (parallax distributor)

Not sure if it was what your talking about its an ad
at the bottom of the page.
