Hamamatsu P5587 photoreflector

Just in case someone has some extra time on their hands . . .
I am having trouble with the Hamamatsu P5587 photoreflector.
My setup:
Ground +5V S

| | |
|--C --|---| |
|-- | R2 |
| | | | |
|
|
|1 4 5 2 3 |
| Photoflector |
R1 = 6.8K Ohms
R2 = 470 Ohms (tried 680 Ohms first)
C = .1uF
It is hard to see, but pin 4 is connected to ground.
The problem is that S always stays high with or without anything if front of
the reflector. What am I doing wrong here?
