BS2 newby questions

Hi guys,
First off I know little more about the BS2 than is available on the
parallax website.
I think I need to use a stamp and it will probably be the BS2 as I
need to access it via the serial port.
1.
Can the BS2 be powered by the serial port of a PC?
2.
Once programmed is it possible to burn a link/fuse (whatever) to stop
the program and data from being modified? The app I have in mind will
be associated with a PIC programmer so I do not want the headache of
someone modifying the BS2 code and then hollering for tech support
because they screwed it up.
