Hardware Troubleshooting Sick BS1-IC Rev A

Does anyone know the hardware troubleshooting sequence or
troubleshooting tree for a BS1-IC Rev A (cira 1994?)(PIC16C56) used
with a 93LC56????
Visual exam is unrevealing. Nothing unusual.
Voltage regulator is out.
Using a 5 Volt power source applied to BS1, pin 5 (VDD), I'm getting
oscillations on the PIC, pin 18 (.2VPP) and pin 17 (.6VPP).
When I ground the reset on the BS1, pin 6, I read 0.81A on my power
supply.
From here I don't know where to go. Anyone have any ideas??
Sure would save me the trouble of pouring thru old data sheets.
