Does anyone know how to get a PC to communicate with the stamp. I assume
the stamp has to make some pin high and/or low to tell the PC to wait.

The stamp program port only uses TxD and RxD to communicate with a PC
(no flow control). If you use any of the stamp programmable pins for
TX and/or RX you may optionally specify a flow control pin that then usually
connects to RTS or CTS. A level converter TTL/RS232 may be required.
Check the SERIN and SEROUT commands in the stamp manual.
