I think that the URL for the LCD character generator is:

The whole PDF file fails to download, not only page 21.
The LCD generator program works on my machine (Win ME), including the help, but
the help for the Editor V1.2 does not work. hhupdt.exe does not run.
Making it clear:
Download Run
LCD gen. Program OK OK
Help OK OK
PDF Fail -
Editor Program OK OK
Help OK Fail
PDF OK -
