Problem with downloading program to BS2 IC

Hello group:
I have a BS2 IC on a breadboard with the serial line from my PC connected to
Pin 1, Pin 2, Pin 3 and Pin 4 (0 V or Vss) At times when I use the
"Identify" feature in the windows programming interface it will find the
Stamp and indicate all is well but, when I attempt to send the program I get
"Tokenize Successful, Download Failed" At other times the "Identify" feature
will tell me the stamp was found but was not communicating. I have used
Stamps (BS2 IC) many times before with no problem. The only difference is
that I had the development board from Parallax before but am now trying to
set up the stamp on a regular solderless breadboard.
I am beginning to think I just have a bad Stamp, if anyone has any further
ideas please let me know ASAP.
