Can''t run the Stampworks Basic Stamp editor on a P4!!!

Hey guys,
I own a Stampworks kit. At my home, I have a Celeron and it runs fine
and I can download codes to my Universal Training Board w/o any
problems. I come to school and use a Pentium IV PC. I had no problem
with installation on a PC or even running the editor off the PC. When
it comes time to download the code to the BS2, I get the following
error message:
Basic Stamp 2 is not found on any COM port.
1. Check serial cable connection.
2. Verify loopback connection between RTS and DSR.
I understand the first one and I know the connection is correct.
However, what does the second error mean and how can I fix it?
Any help would be appreciated.
