Counting Issues Please Help

Hello:
I'm currently trying to count pulses from a Rotary encoder which
generates 100 pulses per revolution well anyways I have this hooked
up to a 74HC4020 a 14 bit counter IC which is working well in my
circuit if I hook up a switch to the clk pin it counts the number of
pulses correctly. However when I hook up the Rotary encoder it only
counts 24 pulses per revolution (very reliable). And to make it just
a little bit more frustrating when I hook up the rotary encoder to
the stamp and read it using the Count command it gives me the correct
100 pulses per revolution.
Maybe somebody else has had a similar problem or maybe just some
ideas that might help because I'm fresh out, any help would be
greatly appreciated
