Voice Activation

For a simple explanation I want to connect my phone line to a stamp when the
phone line is in use I want to light up a LED.
After so many seconds of silence I want to turn off the LED.

Any ideas how this will work?
What type of circuitry will it involve and what basic commands might it
involve?
