Yes, they are supposed to be connected together. Pin 1 & 2 are Vss
and pin 3 & 4 are Vdd on the ssop package. They're less obvious on
the BS2 because there was green solder mask covering the traces
between the pins.
But don't worry if your pins don't appear to be connected together -
there were enough tech calls on this subject that the traces have
been moved out of sight under the interpreter on the latest pcb
revisions (I believe that all BS2Es ever shipped have hidden tracks.)
