Stampworks Experiment 5 (i''m a beginner)

Hi all,
I have a question in regard to the purpose of Experiment #5. After
connecting all the required circuits together by the book, all I got
was the last LED (LED 0) to Flash. I then moved the resistor, the
white wire which connects the breadboard to the potentiometer, the
black wire that connects the potentiometer rail to ground (the very
last row on the breadboard which is grounded). As a result of shaking
these components, i see the other LEDs flash. Is this supposed to
happen or did I wire incorrectly? By the way, is the color of the 0.1
uF capacitor yellow? I would appreciate if any kind of help.
