common neutral AC power

Let me know if I correct your schematic correctly.

to common neutral (one wire of AC power)
Your signal is referenced to common neutral?
AD gnd and signal gnd are floating (i.e 2 separate power supplies)?
How did you connect the multimeters and which gave stable reading on what
range (V= or V~)?

you are correct in your schemaitc but you did not show that all
grounds are tied together.
I am attempting to use the 24 VAC through a rectifier and 7812 to get
12 VDC for alarms
One multi meter was autorange and that never settled. the other was
set on 10VDC and was very stable.

chances are the meter is picking up noise.
