Dial-out message with CH1786 + QV306M4?

Is it possible to dial a phone number with the Cermetek CH1786 and then
deliver a voice message with Quadravox QV306M4?
If so, is there any documentation on how do do this?

the file for dialout is in the kit from parallax and the diagram for
hookup is in the Cermetek specs on the app note. the Quadravox will speak
once a line on the Cermetek goes low showing the other side has answered. I
use this line to signal the system that my server is on line and it is ready
to accept data. Both units work well together.
