Can anyone recommend a good (and cheap) base for a medium size mobile
robot? Ideally it would be about the size of a large soup bowl, and
include a couple of servo motors and wheels?

Iam not sure who was asking last month or so,but I found a link to

tracked platform for robotics applications? Or perhaps a manufacturer that
can produce the tracks themselves?

If that's the size of a shoebox, there's lots.
These are in order of cost/availability:
www.parallax.com -- they have the BOE-Bot, and the walker.
www.tabrobotkit.com -- nice small package.
(Get the 'sumobot' if you can -- more capable, 'tracked')
www.kronosrobotics.com -- various tracked platforms
www.lynxmotion.com -- more expensive, more robust.
www.activmedia.com -- WAY more expensive
If you want to stand on the platform yourself -- that's
a little out of my league.

The price goes up exponentially.
There are some people who have machined their own tracks. But if you
have to ask how much it costs, you can't afford them.
You can sometimes find some large 24 inch long by 8 inch wide track sets
on Ebay from time to time. They are like these here

I think this book goes into how to make large tracks

Here is a nice rolling chassis that only costs 2,700 English pounds.

rolling chassis makes for excellent autonomous robots too. You can get
5mph out of it as a robot. Of course it weighs a lot too. You need your
own trailer to haul it around.
