irfanview is a very good way to go, however if you have any kind of graphics
program that will change your jpg to a bmp... that's all you need. Just
save it as a bmp, then when you assign your icon to your shortcut, assign
the bmp that you made. Windows will make an icon from the bmp file. That's
all there is to it.
