not enough time to make an encoder need help

Hi guys,

I have a project for work that requires an encoder on a shaft.

The shaft will only turn 90 degrees and slowly at that.

What I need is a unit (encoder) that will connect to the shaft , feed
a signal to a Stamp and be able to output a signal or 4-20 mADC that
represents the shaft position. Pulley and belts to increase rotation
is a possibility I am comfortable doing any mechanical enhancements,
it's the electronics I can't do right now.

I am looking for one of you professionals who could do this for a
modest fee.

I would be interested in complete circuit design ( chips encoder etc)
and software design as one option or a competed circuit board ready
to run as another.

Since there are 10 units, individual units, I don't want to make a
mistake that is repeated 10 times because I am learning.

    Just connect a potentiometer to the shaft and and get a voltage as signal.
    They are now heavy duty waterproof pots used in automotive electronics.
