BS2 homemade board serial comm. prob.

I'm building a small little 'bot. I've put a BS2 on a proto board. I've also
wired up a programming cable. When I try to program it I get a comm error
that says that the BS2 is detected but I should check the power supply. I've
hooked the board up to the power supply on the BOE. The BS2 works find in
the BOE. My power supply looks fine. There is ~4.97v (same as BOE) on PWR &
+5V. I'm powering it from a regulated 5v. Like the BOE. Suggestions?

    The BS2 has two different power inputs -- one is for 5 volts regulated by an
    external source, the other is for 9-12 volts, which is then regulated on the
    BS2 module. On the BOE, the regulator on the board supplies the power. On
    the Activity Board, the chip itself regulates the power. You use one or the
    other, depending on what your power requirements are for external devices,
    etc... If you are supplying 5 volts to the 9-12 volt input on the BS2, the
    input voltage is too low for the regulator to do its job.

    Look at the BOE schematic on the Parallax web site and see which pin is
    connected to the regulator on the BOE.

    Running stampw.exe, if I hook a programming cable (with the RTS-->DSR
    loopback) to COM1 but tell stampw.exe to not use COM1 (which I know
    to be the correct serial port to access the Stamp), I get the
    following message when trying to run a program:

    "BASIC Stamp II detected but not responding on COM3!
    Check power supply."

    Conclusion: the editor can make a mistake by detecting a Stamp where
    there is none (in this case, on COM3) and giving a misleading error
    message as a result. Make sure the editor is trying to access your
    Stamp from the correct serial port. If you don't know for sure which
    serial port you ought to specify, try forcing COM1, then COM2 etc.

    Why can you successfully program your Stamp on the BOE but not on
    your board? My guess is your cable doesn't have the RTS-->DSR
    loopback so the editor is not finding your Stamp's serial port
    automatically. The BOE may have this loopback on the PCB itself
    (anybody know for sure?) so a garden variety cable works fine on it.

    I have the power connected. Correctly. I've got the 5v going into the
    unregulated pin. The chip *runs* fine in my board. It just won't DL.

    2 questions:

    First, are you sure the BS2 hasn't crapped out? can you program it
    with any other boards

    Secondly, are you 100% sure that all the connections are good? I've
    spent 2 days pulling out my hair when an HC11 board I made wouldn't
    program, until after 20 visual inspections of connections, I started
    wiggling wires, and found one of the programing wires was a fraction
    of a millimeter away from the pin/solder blob, and at an odd angle
    that I never would have noticed without actually doing the 'wiggle
    test'
