I doubt you could design and build a quality radio scanner for the price of
buying one. It may even cost several times more. There are some distinct
advantages of mass production. Buy the radio and check out the the following
links for things you can do.

Scanning is off subject, but I do think you could use a Basic Stamp to
interface a scanner with a PDA. One of the thoughts I have on the thinking
board.
