Serial communications <-> BS2 delay

Hi,
I hope someone can help me understand this weird problem. I am trying
to communicate between a QBasic program and a BS2. In QBasic, COM1
is opened and a string is sent to the stamp. The Stamp receives the
string and outputs a reply which is then received by the QBasic
program (now as input). The weird thing is that a 400 ms delay
is required before the Stamp can successfully talk back to the PC.
Any ideas what might be causing this delay (or potential workarounds)?

PS. I have tried disabling the ATN pin once the Stamp was programmed
and this doesn't seem to be the problem.
