basic stamp II detected but not responding ... check power supplie

i am working on Windows Me. and Stampw_v1_096 for stamp editor .
i have used mainly com1 for communication with the stamp, with no mouse
installed ( because i have only on com port ) but i have also tried this on
com 4 with mouse installed .
so except for all this things to do,there is no other way to find out
whether my stamp is burned out( destroyed) ,is there ?
