Ack!! Why won''t this thin download (help quick plesase!!!)

After searching the message boards and realizing my problem is a tad to basic for them I have decided to send you this plea for help.· The BASIC editor says that the stamp is detected but not responding, check power supply.· I have a 9V battery, running through a 1000microF capactor, running to pins 24 and 23 (positive and negitivly respectivally).· When checked with a voltmeter the chip is recieving 9V of power and is sending 5V of power off pin 21(the regulated output), i have checked, re checked and bought a new serial cable as well but this does not fix the problem.· What suggestions do you have to fix this thing, it is for a science fair project due in january and a speedy reply would be much appricated.

i have tried with and with out the capicator, different COM ports diferent batteries, HELP PLEASE!!
