It is (was) an 8-pin IC by National that was meant to flash
an LED from a low voltage source. If I remember correctly,
it only needed one cap, and would flash an LED for over
6 months on a AA battery, or 2.5 -YEARS- on a D-cell. Do
a search for LM3909 and you'll come up with all sorts of
interesting uses for this old chip.
