Small Caps between DB9 and Stamp II on the BOE

I noticed two small capacitors between the DB9 connector and the
BS2 on the BOE. It looks like the BS2 OEM also has these
capacitors. What are they? What do they do? Do I need them? None
of the documentation seems to refer to them. What happens if I don't
have them?
