I have had this same problem with a BSII. I have E-mailed Parallax, and
they can't figure out what is wrong with it, so they are having me send the
chip in to them so they can take a look at it. If it's their fault, they
will replace it for free. If it's my fault, they will charge me $10 for a
replacement. You may want to contact them. They will likely give you the
same deal.

I just bought a BSIISX and Super Carrier Board. With power applied
and the serial cable connected, I tried to start the Stamp for the
first time. The error message I get is, "BASIC Stamp detected on
COM1 but not responding. Check power supply. Could not open port.
Reason is unknown." I do have the largest chip on the BSIISX
(labeled Scenix) oriented closest to the Reset button. Is this what
caused my problem? Is it dead and my 60 bucks wasted? Thank you for
any response.
