The original statement was what if the car got turned off in a potentially
dangerous location and caused someone to get killed.

Well what if he is speeding in a stolen car and kills someone else ???
The fact is there are alarms now on the market that shut off the
engine after a time-out period

True, it is dangerous to shut down the engine. What if it was drastically
slowed down 30 seconds after you left the car by reducing the fuel? A stamp
could be programmed to slow down the engine 30 seconds after the seat belt
is removed by controlling a solenoid blocking the fuel line with a small
bypass line in parallel with the blocking solenoid. Most car jackers
wouldn't put the seat belt on, so if your Stamp monitored the drivers seat
belt, it could prevent starting without it, or shut down after a short time.
You would have to make sure you put it back on if you take it off to get
your wallet or something.
Lets see the guy get away while only being able to drive 20 MPH, oh yeah,
and the horn going off!
active railroad crossing, lock the doors, blare Howard Stern on the radio
then kill the engine.

I like that horn idea, there are no safety or legal issues, and it would
definitely be an attention getter.

the car driven to the nearest railroad crossing,
blaring Howard Stern and wait for the thief's eminent
demise! :) Good one Erik.
I wasn't aware there were legal issues surrounding the
horn. Interesting.
About the application side of this. My goal is simply
to develop a system to monitor the cars location and
turn it off so I may recover it. I live in a large
town and theft is a major issue. Plus, it sounds like
a fun project!

So the thief would die laughing.... Very humane: being crushed by a
locomotive in the middle of a good laugh.
you heard of Trimble(http://www.trimble.com)? We integrate devices like this
into corp infrastructures (vehicles and the such).
Another approach is homebrew APRS. The site
http://www.qsl.net/kd4rdb/aprs.htm listed earlier in the thread is a great
start for APRS resources. http://www.tapr.org/ is also a good start.
If you have a WAP device, you can have the APRS site notify your 2-way pager
or web enabled phone. A simple reply from the WAP device to the server to
communicate instructions to the in vehicle device to execute the "Death by
Stern" [DBS] script referred below.
Think the insurance companies would endorse it?

This is an option on some commercial car alarms (e.g. Clifford). I didn't
get that option. When vacationing in Paris, the last thing I want to know is
that my car in LA was just stolen.
