help with MAX7221

I am trying to get 8 LEDs to work with a MAX7221, but am having no luck.
Would someone be kind enough to check over my code to see if i have made
any obvious mistakes? I'm still new to stamps!

It said requires windows 95 or better, so I installed Linux.
Would someone be kind enough to check over my code to see if i have made
