Brand new BS2 doesn''t work

Careful -if you're referring to the solder jumper on pins 3 & 4 on the
PIC of a BS2, this is not a manufacturing defect. Pins 3 & 4 are
both Vdd on the SOIC version of this chip and are intentionally
soldered together.
