Brand new BS2 doesn''t work

If you've tried everything as you say, yes the stamp could be defective.
Although this is unlikely. It's more likely that you missed something, like
a jumper or something like that.
Is there any way you could borrow another stamp? You could swap it out and
prove it one way or the other. Did you buy it over the counter? Just take it
back to the store. If it's mail order, that's a problem.
