Brand new BS2 doesn''t work

Thanks for the advice. Unfortunately, everything you suggested checks
out and it still doesn't work. Ive tried swapping serial cables, and
checking voltage to chip, which is always exactly at 5 volts. Im
using the board of education, so the power wiring is preset. Does
this suggest the stamp is defective?
