Wondering if anyone knows of a source for foam rubber backing about 1/8"
think which I could apply to the back of PCBs I fabricate. I'd like to put
a backing on them similar to what Parallax has used in the past (maybe still
does). I contacted Grainer (www.grainger.com) but they said they didn't
have such a product.

Try McMaster Carr ( http://www.mcmaster.com/ ). They have some foam rubber
products in various flavors.

That foam is a 3M product. It is most commonly available in tape
form, although sheets are available. We use this foam on our IR
Sensor Mounting Brackets (in the DIRRS kits etc.) and it's great
stuff.
Problem is that it's hard to get unless you buy it by the case
($$$$$$).

think they had thicker foam as well but cant guarantee it.As I recall this
foam was with there childrens products line. You could try other craft
stores as well.

Definately non-conductive. I just want a protective cover on the bottom of
the circuit board that allow it to lay controllably on another hard surface
(ex: workbench).

How about backing the board with 3M double-sided foam tape and a layer of
cardboard on the back of the foam tape to prevent adhesion to your work
surface. I have used it to mount PCBs with no problems. You can buy it at
any good hardware store.

local home center. Another thought is to use adhesive backed velcro. I
got some a while back at my local Home Depot.
