I recently discovered by accident that when I reset the BS2 by implementing
the RUN command from the StampW editor, I get a short pulsed low on the
Reset pin. Is it supposed to do that? Can it be depended on to provide a
Reset pulse for other IC's etc in a circuit?

Yes. When the Stamp is programmed, its ATN pin is pulsed high by
the PC. This resets the Stamp's PIC and drives RES low for the
duration of the pulse.

The manual says it can be "monitored" to detect a brownout/reset
condition. For the programming reset pulse, the low is achieved
through a UMH11TN transistor according to the schematic in the back
of the BS2 manual. Your "IC's etc" must consider this device's
maximum allowable collecter-emitter current. Perhaps someone else
can provide this parameter's value.
