This has even been painful to follow, let alone be in your shoes.
What I would do at this point if circumstances permit:
1. Disconnect one relay from the system. Take the two wires and try
connecting them directly to your 12V DC source. Verify things work
as expected and that you don't, for instance, have three normally
closed relays. See if the lights go on and off as expected when you
make/break contact with the power source. When this is working and
makes total sense to you...
2. Disconnect the ULN2003 from the Stamp. Connect ULN2003 pin
1 to ground with a jumper wire. Connect your 5V DC and 12V DC
grounds to ULN2003 pin 8. Connect the (-) lead from the relay to
ULN2003 pin 16. Connect 12V DC to the (+) lead from the relay and
to ULN2003 pin 9. The light should not light. Now connect the
jumper from ULN2003 pin 1 to +5 V...the light should light. When
this is working and makes total sense to you...
3. Connect a pin from your Stamp to ULN2003 pin 1. Set the pin to
output and slowly toggle it from low to high and back etc. The light
should flash. When this is working and makes total sense to you...
4. Get one LED to successfully follow the on-off state of the light
attached to ULN2003 pin 1--ensure the light still works as expected.
When this is working and makes total sense to you...
5. Integrate this and the other two lights into the whole enchilada.
