I have the horrible fear I'm doing something really stupid, given that no one else seem to be having this problem.. but I downloaded the new help file into the default parallax directory, replacing the old file. When I try to run the help either by double clicking in the file name or by launching it from the editor help menu, the·left·frame works properly (where the index, table of contents, etc are displayed, but the large frame that displays the actual help content displays only the "internet exporer was unable to find the page you· requested" message.
