Can't subscribe to an empty forum?

It seems that there is no 'subscribe to forum' on the Announcements forum.

Is this because it is also an empty forum?

    That is correct. The subscription link appears when the first message is posted to the forum.

    Would you then consider adopting a policy to post an initial message when a forum is opened so that those members who wish to subscribe to forum notifications can do so before the first meaningful messages are posted?

    We probably should have posted something in the Announcements forum to enable subscriptions before the rollout. There is a generic filler message in that forum now. I will make sure this gets added to the checklist for new forums. Thanks for your suggestion.
