You can if you follow this schematic, yours is the 9 pin 232
This one maybe easier to make a RS232 9 pin adapter

If you can't find any ZT213's, the MAX213 is a drop in replacement and available.

Other way around. The MAX213 is the original, and that odd named one is the replacement. Take a good look at the schematic for the regular adapter we use. It should give both part numbers as well as connector pinout numbers.
